Initially focused on accessibility consulting; expansion over the next decade in operation culminated in the offering of plan review, inspection, and consulting services of all building codes and standards. We began operating as a limited liability company in 2010.
what we do
Perform highly advanced research, evaluation, project management, consultative, technical assistance, and conducts training related to compliance with the multiple building codes, guidelines, and standards. Review proposed plans and alterations to facilities to ensure compliance with codes and regulations by preparing written findings and describing methods for achieving compliance; and by monitoring the progress of the project according to schedule. Evaluate facilities to determine compliance by conducting or arranging for on-site surveys; and by identifying problems and recommending modifications.

Wally Tirado – Principal
Throughout his career he has been involved in all aspects of the construction process from years as a client representative to years providing facility design and construction observation. He performs highly advanced research, evaluation, project management, training, technical assistance, and consultation related to compliance with the multiple building codes, guidelines, and standards. He served eight years in the U.S. Army as a Horizontal Construction Engineer. He holds a Bachelor’s degree in Industrial Technology from Tarleton State University. He is a published author and instructor and specializes in accessibility, energy conservation and sustainability. He holds multiple ICC certifications in these areas, is and a life member of the Disabled American Veterans. He has written numerous articles on accessibility and contributed to a book published by John Wiley & Sons.
Bobby Horner – Senior Plans Examiner
With over forty years of experience in the profession, he holds numerous certifications from the International Code Council. He served as senior plans examiner for a major Texas city for over ten years. He holds a Associate’s degree in Architectural Drafting and Design from Texas State Technical Institute (College). he is active in city and civic organizations. He is one of our most experienced plans examiners.
